Concluding Declaration of the International Conference
of Marxist-Leninist Parties and Organizations

As a new sign of their internationalist spirit and unbreakable will for joint activity, the Marxist-Leninist Parties and Organizations held an international conference in the Dominican Republic.

The conference took place in an atmosphere of deep friendship and brotherhood, with open discussions and exchanges of opinions to strengthen unity and to create working papers for the struggle against the enemy and for the common goal.

The conference made a fundamental analysis of the present situation of imperialism. It confirmed the thesis that these regimes are still defined by the laws and characteristics that from the beginning of their development determined their historical downfall and bankruptcy. These conclusions maintain their validity despite all the current propaganda of the "eternity" of the capitalist system and despite all their demonstrations of power.

From the logic of its internal development imperialism leads to serious internal contradictions and thus to a sharpening of all its contradictions, which have burdened the world during the whole of the present epoch.

- The tendency continues for the concentration of wealth of the large bourgeoisie on the one hand, and the increased worsening of the exploitation and misery of the workers and the peoples on the other hand.

- The oppression of the peoples and the oppressed nations by the great powers is deepened.

- The tendency for rivalry between the imperialist powers, who are striving for a redivision of spheres of influence, is developing.

All this creates the preconditions for a new struggle and for the outbreak of revolutionary and popular movements in the various continents and countries.

The Marxist-Leninist Parties and Organizations welcome these promising possibilities for a new upsurge of the workers' movement and the national liberation movements of the nations and peoples. We declare our firm determination to take an active part in these struggles, in order to support them, to raise the level of consciousness and organization of the exploited and oppressed. We are determined to strengthen ourselves in these daily struggles, to lead the revolutionary process according to our possibilities and to orient them towards the goal of socialism and communism.

As we redouble our efforts to strengthen ourselves on the basis of Leninist norms and to strengthen our connections with the struggle of the masses, we declare our common determination to build up the international relations, with the help of exchanges, bilateral and multilateral meetings and other measures, that prove to be successful. At the same time we wish to stress the experiences from the previous period, especially the meetings of parties on a regional level. We also declare our unshakable preparedness to broaden our relations with the revolutionary and democratic, progressive movements in the world.

The Parties and Organizations taking part in this conference send greetings of struggle to Comrade Francisco Caraballo, First Secretary of the Central Committee of the Communist Party of Colombia (Marxist-Leninist) and Commander of the Peoples Liberation Army (EPL). These greetings break through the prison walls, they testify to our international solidarity and our deepest concerned. We follow his situation with great attention and demand of the Colombian authorities that they respect his rights as a prisoner of war of a armed fighting force.

The conference furthermore received with consternation the news of the disappearance of Comrade Gregorio Alfonso Alvarado Lopez of our fraternal party, the Communist Party of Mexico (Marxist-Leninist). It demands his return safe and sound, as is also the desire of his family and the comrades of his party as well as other forces of Mexican society.

We furthermore support the movement in the Dominican Republic which demands clarification of what happened to Dr. Narcizo Gonzalez (Narcisazo), who disappeared on May 26, 1994, and the punishment of those responsible for this criminal action.

We show our solidarity with the Albanian communists, who are oppressed by force in their country.

The conference expresses its solidarity with all peoples and nations that are at the mercy of the intervention of imperialism. In particular we condemn the criminal blockade of the U.S. Yankees against the peoples of Cuba and of Iraq.
