Declaration of Marxist-Leninist Parties and Organizations

The Marxist-Leninist parties and organizations listed below, meeting in Santo Domingo (Dominican Republic) on the 26th, 27th and 28th of March, after examining the international situation and some of the principal problems relative to the International Communist Movement:

Reaffirm that the grave crisis which runs through the world capitalist system confirms and shows once again the validity of Lenin's thesis which defines the epoch in which we are living as one of imperialism and the proletarian revolutions.

We affirm that the character of this epoch has not fundamentally changed, despite the economic and political changes caused by the spectacular scientific and technological advance of the means of production and the events which have taken place in the last years.

As a consequence of this, there is developing a process of reorganization and regrouping of the international monopoly groups, leading to a tendency to create new imperialist blocs which are colluding to oppress and confront the struggle of the peoples, at the same time as they are competing among themselves for a "new international economic order" which signifies the open dispute over markets, zones of influence and the new redivision of the world, which is leading to the danger of a new world war.

The brutal anti-communist offensive launched by the bourgeoisie against the revolutionary theory of Marxism-Leninism, in the ideological, political and organizational plane, created confusion and disorganization in the ranks of the working class, the peoples, organizations and revolutionaries of the world, to the extent that certain organizations and parties have been severely hit. Despite that, we consider that this offensive, which is continuing, is going to be confronted by the Marxist-Leninist organizations and democratic and revolutionary forces, expressed among other things in the regrouping, the reanimation and the reactivation of the mass revolutionary movement. This offensive has caused serious losses and reverses, but nevertheless new communist organizations and forces are arising.

One of the objectives of the anti-communist offensive is the sowing of confusion, under the pretext that the collapse of the so-called socialist camp is also the collapse of the ideas of communism and the impossibility of socialism. Socialism, nevertheless, is and continues to be the objective of the working class and peoples of the world.

We affirm the full validity and actuality of the principles of Marxism-Leninism, which have to be taken into account dialectically, in a living and creative form, whose theory should be in continuous development. It is a duty of the communists to deepen their analysis, draw conclusions for its application and try to rely in their performance on Marxism-Leninism, one of whose principles is proletarian internationalism.

The proletariat and the peoples of the world do not accept with resignation the oppression and exploitation of imperialism and the bourgeoisie. In the capitalist countries the struggle of the working class is increasing, undermining the power of capital and confronting the resurgence of neo-Nazism and the manifestations of racism and xenophobia; in Africa the struggles against apartheid and neo-colonialism and for independence are rising; in Asia the masses are resisting and confronting the aggression of imperialism; in Latin America and the Caribbean the peoples are rebelling against the impositions of the International Monetary Fund, thus broadening the favorable conditions for the development of the struggle for sovereignty, democracy and the revolution.

In this situation it is necessary to push forward the widest unity of the democratic and anti-imperialist forces of the world. With that objective we express our solidarity with the peoples who are struggling for liberty, progress, the revolution and socialism. We particularly respect the Cuban people who are resisting and confronting the aggression and the blockade of U.S. imperialism.

As part of these purposes, we make a pledge to push forward and coordinate actions and events to take place soon, such as the International Encampment of Anti-Fascist and Anti-Imperialist Youth, the Fourth Latin American and Caribbean Meeting for Sovereignty, Self-Determination and Life of Our Peoples, and all those initiatives which serve and are framed by these objectives.

We hold that for the fulfillment of these historic objectives of the working class and the peoples of the world, it is necessary to push forward the development and the construction of Marxist-Leninist parties and organizations, before which we resolve to arrange the best efforts and political and ideological initiatives and of all forms which the present moment demands.

We call upon the communists of the world to unite on the basis of the scientific theory of Marx, Engels, Lenin and Stalin and the practice of proletarian internationalism, propositions and efforts to broaden and develop the International Communist Movement.
